ICC-CabCom approves biggest PH PPP project

The Investment Coordinating Committee – Cabinet Committee recently approved the Php 374.5 billion (USD 8.32 billion) Makati-Pasay-Taguig Mass Transit System Loop (MTSL) Project. It is the biggest public-private partnership project (PPP) to date.

The proposed 12-kilometer Mass Transit System Loop will connect the fast-developing Bonifacio Global City, Makati Central Business District, and the Mall of Asia area in Pasay City. It will be the first subway in the Philippines.

The MTSL project will improve passenger mobility, facilitate fast and convenient transfer of goods and services, and reduce the volume of vehicular traffic in Metro Manila by providing a higher capacity mass transit system.

The winning bidder will undertake the financing, design, construction, operation and maintenance of the mass transit system.

Currently, the biggest PPP project that is under procurement is the PhP 122.8 billion (USD 2.72 billion) Laguna Lakeshore Expressway Dike Project with the Department of Public Works and Highways as implementing agency.

Other PPP projects in the PPP Center pipeline that were approved by the ICC-CabCom are the following with their indicative costs:
1. Motor Vehicle Inspection System (MVIS) Project – Php 19.33 billion (USD 429. 56 million)
2. North-South Railway Project (NSRP) South Line – Php 170.70 billion (USD 3.79 billion)
3. Civil Registry System – IT Project – Php 1.16 billion (USD 258M)

The MTSL, MVIS, and NSRP South Line Projects will be implemented by the Department of Transportation and Communications.

The Philippine Statistics Authority (PSA) will implement the Civil Registry System – IT Project (Phase II). The Php 1.16 billion CRS-ITP2 involves the computerization of the civil registry operations of PSA and is designed to collect, store and manage civil registry documents and the specimen signatures of all city and municipal registrars using imaging technology. The CRS-ITP2 also aims to make the civil registry services available nationwide through the CRS outlets.

Meanwhile, the proposed Tarlac-Pangasinan-La Union Expressway (TPLEX) Project from two lanes to four lanes was also approved by the Cabinet Committee. The TPLEX starts from La Paz, Tarlac and ends in Rosario, La Union and presently under implementation. This project will support the future increase in socio-economic activities between Regions I, III, CAR and Metro Manila.

The ICC-CabCom newly approved projects with some conditions will be presented to President Aquino during the next National Economic Development Authority (NEDA) Board meeting tentatively scheduled this month.
